Apparently, there are instances on the forum where people are not correctly using the quote and reply functions. So here is a simple run-down on how to do it properly:
Only quote if you feel that somebody says something that will backup your statement, if you feel that somebody is wrong and you want to make a clarification, or if you want to reply to somebody but their post was a very long time ago. Do not quote if you feel that you just want to reply but not make a clarification/rebuttal from their statements. If only a part of somebody's words you need to quote, just quote only that part. If you want to reply to somebody and their post is the last one, there is no need to quote.
When you reply, make a decent reply. DO NOT make replies like ok, yes, no... etc. Only make replies if you feel that you have something to say. Very short replies (less than one decent sentence) will be deleted because they are considered spam. A record will be kept of users. Spammers will be penalized heavily.
